Quartermasters,
September 21, 2011--- "After
reviewing numerous Post and District By-laws, it has become evident
that many of the By-Laws being sent in have not been reviewed
properly. There are By-Laws that have references to past editions of
the National By-laws and Manual of Procedure, as well as other
structural errors. I have enclosed a copy of the latest versions of
the Post and District By-Law template that will assist in proper
formatting of Post and District By-Laws.
In review of these By-Laws there
seems to be a trend of the use of Executive Committee and or
Executive Board. This verbiage gives the appearance of an authority
higher than the Post membership. Committees structured as such do
not follow proper VFW decorum and stifle debate. In addition,
trustees are not eligible to serve on committees that authorize
funds. The term Executive Committee will not be approved in any
By-Laws submitted to the Commander In Chief for review. By changing
the structure of the committee, omitting trustees and renaming it a
House Committee it then will be in line with the function of a House
Committee.

transfer etc.

"Small tax-exempt organizations whose
annual
gross receipts are
normally $25,000 or less ($50,000 for tax years ending
on or after December 31, 2010) may be required to
electronically submit Form 990-N, also known as the
e-Postcard, unless they choose to file a complete Form 990
or Form 990-EZ.
If you do not file your e-Postcard on time, the IRS will
send you a reminder notice but you will not be assessed a penalty for late
filing the e-Postcard. However, an organization that fails to file required
e-Postcards (or information returns – Forms 990 or 990-EZ) for three consecutive
years will
automatically lose its tax-exempt status. The revocation of the
organization’s tax-exempt status will not take place until the filing due date
of the third year."
